Registering a Vehicle with Conditional Registration

Conditional registration is a registration scheme for non-standards vehicles that have a genuine need to access the road network but do not comply with the applicable vehicle standards as described in Schedule 1 of the Road Transport (Vehicle Registration) Regulation 2000.

A vehicle may be provided with conditional registration in the ACT subject to certain conditions. Conditional registration will only be approved on an individual vehicle assessment and if a standard approved road vehicle that can perform the same function does not exist.

Examples of vehicles which require conditional registration include

·        Large Lawnmowers;

·        Special Purpose Vehicles (SPVs) such as Bulldozers or road construction vehicles operating on a road within a defined work area;

·        Oversize or over mass truck type vehicles that require access permits such as Concrete Pumpers or Cranes; and

·        Forklifts operating in a carpark area or a shopping centre.

Conditional registration does not extend to vintage, veteran or historic motor vehicles.

Requirements for ACT Conditional Registration

A vehicle can be registered with conditional registration in the ACT subject to an individual assessment with consideration of required road access.

To register a vehicle with conditional registration, a person must provide:

·        Proof of identity;

·        Proof of ACT garaging address;

·        Proof of ownership or acquisition ;

·        An application for registration providing demonstrated evidence of a legitimate reason for the vehicles need to access the road network, illustrating that no complying road vehicle can perform the same function e.g. photographs, a letter explaining the specific task etc.; and

·        A Certificate of Inspection completed by Road User Services.

Road User Services also provides ‘on-road’ inspectors for vehicles that may have difficulty attending Dickson for an inspection. A booking for an ‘on-site’ inspection can be made by contacting VITU on (02) 6207 7236.

Applications for Conditional Registration can be made at any Canberra Connect Shopfront. Applicants must meet the requirements specified above.
