Public Vehicle Licence Applications (first issue)
The page relates to an application made for the
first issue of an ACT Public Vehicle Driver Licence.
First issue of an ACT Public Vehicle Driver Licence
means an application to vary an ACT Driver Licence
to include a public vehicle condition for the first
time or an application to re-issue a public vehicle
condition that has lapsed (i.e. the ACT Driver
Licence has not been endorsed with a public vehicle
condition for more than two years).
Requirements
An applicant for an ACT Public Vehicle Driver
Licence must meet the eligibility requirements as
set out under section 62(3) of the
Road Transport (Driver
Licensing) Regulation 2000. The
requirements for each kind of public vehicle licence
are set out under each of the headings below.
Taxi Licence
Applicants wishing to obtain a taxi driver licence
must:
§
be at least 20 years of age;
§
have permanent resident status or a visa that allows
the applicant to work in Australia;
§
hold a full Australian car licence or driver licence
of a higher class for at least 1 year (or
periods totalling 1 year) in the previous 3 years
(Note - applicants with a foreign driver
licence must have held a full Australian car licence
or driver licence of a higher class for a minimum of
1 year in the last 5 years);
§
provide a completed Police Character Check form
which meets the ACT Government guidelines to be the
holder of a public vehicle licence;
§
be certified by Health for Industry or the
Preventative Medicine and Rehabilitation Centre as
being a medically fit person to drive a public
vehicle;
§
complete the approved Taxi Driver Training Course
with an approved provider (currently only Aerial and
Transport Industry Skills Centre TISC);
§
complete
a
Language Skills Assessment for Taxi
Drivers through
Canberra Institute of Technology (CIT);
§
complete a practical driving test; and
§
complete an 'Application to Upgrade a Driver
Licence' form.

Hire Car Licence
Applicants wishing to obtain a hire car licence
must:
§
be at least 20 years of age;
§
have permanent resident status or a visa that allows
the applicant to work in Australia;
§
hold a full Australian car licence or driver licence
of a higher class for at least 1 year (or periods
totalling 1 year) in the previous 3 years (Note -
applicants with a foreign driver licence must have
held a full Australian car licence or driver licence
of a higher class for a minimum of 1 year in the
last 5 years);
§
provide a completed Police Character Check form
which meets the ACT Government guidelines to be the
holder of a hire car licence;
§
be certified by Health for Industry or the
Preventative Medicine and Rehabilitation Centre as a
medically fit person to drive a public vehicle;
§
complete and pass a hire car training course;
§
must complete an 'Application to Upgrade a Driver
Licence' form;
§
undertake and pass a practical driving assessment
with an independent driving assessor appointed by
the Authority.

Public Bus
Applicants wishing to obtain a public bus licence
must:
§
be at least 20 years of age;
§
have permanent resident status or a visa that allows
the applicant to work in Australia;
§
hold a full Australian car licence or Australian
driver licence of a higher class;
§
hold a full Australian car licence or driver licence
of a higher class for at least 1 year (or
periods totalling 1 year) in the previous 3 years
(Note - applicants with a foreign driver licence
must have held a full Australian car licence or
driver licence of a higher class for a minimum of 1
year in the last 5 years);
§
provide a completed Police Character Check form
which meets the ACT Government guidelines to be the
holder of a public vehicle licence;
§
complete an 'Application to Upgrade a Driver
Licence' form;
§
be certified by Health for Industry or the
Preventative Medicine and Rehabilitation Centre as a
medically fit person to drive a public vehicle
before the licence condition is first granted;
§
successfully complete the Public Vehicle practical
driving test (if upgrading the licence class at the
same time).

Restricted Hire Car
Applicants wishing to obtain a restricted hire car
licence must:
§
be at least 20 years of age;
§
have permanent resident status or a visa that allows
the applicant to work in Australia;
§
hold a full Australian car licence or driver licence
of a higher class for at least 1 year (or periods
totalling 1 year) in the previous 3 years (Note -
applicants with a foreign driver licence must have
held a full Australian car licence or driver licence
of a higher class for a minimum of 1 year in the
last 5 years);
§
provide a completed Police Character Check form
which meets the ACT Government guidelines to be the
holder of a public vehicle licence;
§
be certified by Health for Industry or the
Preventative Medicine and Rehabilitation Centre as a
medically fit person to drive a public vehicle;
§
complete an 'Application to Upgrade a Driver
Licence' form.

Hire Car (motorbike)
Applicants wishing to obtain a hire car licence for
a motorbike must:
§
be at least 20 years of age;
§
have permanent resident status or a visa that allows
the applicant to work in Australia;
§
hold a full Australian rider licence for at least 1
year (or periods totalling 1 year) in the previous 3
years (Note - applicants with a foreign rider
licence must have held a full Australian rider
licence for a minimum of 1 year in the last 5
years);
§
provide a completed Police Character Check form
which meets the ACT Government guidelines to be the
holder of a public vehicle licence;
§
be certified by Health for Industry or the
Preventative Medicine and Rehabilitation Centre as a
medically fit person to drive a public vehicle;
§
complete an 'Application to Upgrade a Driver
Licence' form.
